How do you get an indian card if you don't talk to the indians in your family?

Go to the tribe with your information. They can trace all of your information including blood relatives to see if you are in fact a Cherokee Indian. They will do all the work for you and if they determine that you are in fact Cherokee and have enough of a bloodline to issue a card, they will do so.
