After he broke my heart why is he doing this now?

About a year ago the man that I loved with all my heart told me that he wanted me to go on with my life to find someone that would love me. It was very hard for me and I did not try to contact him at all. I saw him in January and he told me he missed me so much and couldn't forget about me after the 7 months we had no contact. We've been friends but now for the last few months he has been telling me non stop he can't stop thinking of me and that he dreams about me almost every night and he loves and cares for me so much. This is very weird coming for him since he's never told me any of those things the 2 yrs we've know each other. I don't feel the same anymore, he hurt me way too much and after all the pain and heartache I forgave him. I just don't understand why now after everything he did to me is he telling me all this. Could he just be saying this to try and make me fall back in love with him and hurt me again? He is 38 and I am 29.
