Shouldn't we have one sample of DNA from every family on earth?

In my opinion laws set-up their penalties for felons to help deter these crimes, then at least one sample from every family on earth would do just that. It would still give every human the right of free choice. If we didn't, I think it would be a contradiction to the laws out there already.
