When installing a Dremel reinforced cutting wheel, does the smooth side face out or inward?

The reinforced Dremel cutting wheels have a smooth side with Dremel Reinforced written on it and a rough, kind of waffle surfaced side. It's the edge that does the cutting so I'm not sure if it makes a difference which way around I install it.
