Is there a cheap (maybe freeware) but reliable way of transferring from DV tape to DVD?

I've got a laptop with Windows XP 1024 MB, 2GB and DVD writer. I looked at Pinnacle, but it asks for a lot more from the computer (20 gb!), plus it costs about �100. But if the only way of doing this is to upgrade the computer's memory, what's the cheapest/best way of doing this? I hope this all makes sense, I'm not terribly computer-literate. Thank you!
